You're probably talking about an IOD fuse, which has a plastic keeper around it. That keeper is there so u can unhook the fuse, yet leave the fuse in place so u can hook it back up.

IOD stands for Ignition Off Draw, & it allows the computers & radio, etc to retain their memory from the battery power. It will prevent interior lights, power locks, keyless remotes, & radio from working (possibly more, too). You can unhook it to prevent the battery from going dead if the vehicle is going to sit for a month or more.

If l remember correct, yours has a hinged cover over the top of it. Use a small screwdriver to pop the cover open, which will allow u to change out the fuse.
